No, she shouldn't have upped the rate, but there are safer, more appropriate forums (well, like THIS one, for example) to report her upsell. Calling the police could've gotten him arrested, too (and may yet for solicitation), and I guess he's single and self-employed, as he evidently has no concern about repercussions with his family and job. I think most providers, on ECCIE at least, do have other options. This is what I've CHOSEN to do, not what I have to do.
