could be read to include anyone that is not yourself related to your site or ad, including developers.
That is the trick of federal codes. Always written open-ended so that its interpretation is left up to whomever is behind the raid or bust. By time the courts clarify the meaning further, the accused person has either spent their entire savings defending the suit or settled for a lesser sentence, even if the law never really applied to them. And there are no refunds for your legal fees.
This could discourage third parties from aiding in the creation of or hosting sites that clearly promote prostitution. Note the word "clearly". Which is why I suggest that sites simply imply and not clearly state its intended purpose.
