Searching for an exact phase

Can the ECCIE search feature be used to search for an exact phase, such as "Joe Blow"? Or even for the presence of both words, "Joe" and "Blow", in the same thread but not necessarily together?

I've tried searching by entering "Joe Blow", Joe AND Blow, and Joe + Blow. No options seemed to work. I always got results for threads that contained either "Joe" or "Blow".

I did try to search for the answer to my questions, but obviously my search skills aren't up-to-par or I would be asking the question to begin with.

If there is a way to search for a phrase, I would also like to know.

I do know that search will not recognize a word of less than 5 characters.

Write Joe as *Joe* to get up to the 5 minimum.

Try doing the same search on Google and adding "eccie" to the search. VBulletin search function sucks.
