For the most part the individual U.S. Attorneys operate their respective offices based on their DOJ manual. Within reasonable bounds they have prosecutorial discretion and the most "hands on" activity is approval of punishments that depart substantially from the Sentencing Guidelines, which by court order are generally considered "advisory" as opposed to their original intent of being mandatory. Departure must be approved by DC.
