I am not from Midland but am there quite a bit, here are some of my thoughts/favorites:

I like the Cork and Pig, I think the Odessa one is a tiny bit better and if it is packed the Red Oak Kitchen next door is the same owner with a similar menu.
I went to the Garlic Press once and it was pretty good.
Wall Street is top listed, I think it is hit and miss personally.
Cancun is pretty good, not your typical Tex-Mex and the corn queso is yummy!
There are several god Italian restaurants, I have been to the Italian Village and Ray's Italian Bistro (it is BYOB)
They now have a Walk-Ons which is a sports bar type place with Louisiana food. I think it is pretty good and cold beer is a plus!
