You probably do understand, you are just looking for another meaning because you saw the word "hate".

A love hate relationship is a pretty common phrase, it doesn't refer to actually hating someone, it just illustrates the dichotomy of feelings that is present in almost any relationship. It's also a pretty common thread throughout life, and that is the thing that makes something good is usually the thing that also makes it bad.

Exploring this is also very common in literature and art. I'm sure in high school you read A Tale of Two Cities which opens with the line, "It was the best of times, it was the worst of times".

So with all that being said - yes, dating black girls is a love hate sort of thing, slightly more so than other races but obviously not exclusively. If you read into that you will discover it's actually a compliment, but possibly too nuanced for some to grasp.

And just to clarify, all of the above refers to actual dating relationships. It has nothing to do with seeing providers.
