He's signed this bill under duress. its obvious that he doesn't like it.

That is a misrepresentation. Trump actually blamed congress for our current relationship with Russia. Fact is we've never had a great relationship with Russia and never will. The only reason anyone believes the cold war ended is because a bunch of politicians claimed it did to put a feather in their hat.

I don't think Trump gives a tinker's damn about Russia or US relations with them. He bitched about the sanctions because it wasn't the Donald's idea and/or the Donald could have negotiated a better deal! Sorry forgot to mention is was also another opportunity to throw a brick/burn a bridge.
