Your introductory conversation- as explained by you- hinted towards an appointment of the happy ending variety. She plopped you into the 'trick bucket' based off that first impression.
Then.. for reasons unknown to her you suddenly seemed to now be on the fence with a decision which engaged the 'Fuck! I'm losing him-reflex' provoking her to spit out what she thought you wanted to hear in persuasion. "Blah blah I have a legit licence blah blah". Thus, in turn, prompted your request to now be placed into the other 'bucket'.

We (girls) have such rudimentary perception of what we think boys are supposed to want. Basically you just wanna get your dick off--morning, noon and night..right? I mean, how many erections per day on average for no reason at all are guys supposed to get? So, for you to voluntarily downgrade from get-your-dick-off status to just-pretend-my-dick's-not-there status.. Well.. that sort of convoluted decision making in regard to your penis must had sent her whoremone spidey senses into full effect.
And now, for the sake of this long-winded 'what if' scenario to make a lick of goddamn sense- let's say she accepts this appointment for the standard Swedish massage with absolutely no extras available and her legitimate license within plain view to customers. If you do happen to be 'them people', the fact of the matter is that she would likely be in the same predicament as in the first scenario. Licenced therapists acting in accordance to all of the state of Texas' regulations must be very careful where they advertise, and even more careful in their choice of wording as to not get their licenced pulled temporarily or indefinitely and to not be ticketed or sent to the slammer.
In conclusion, your outspoken uncertainty coupled with her poorly worded communication with her licencing in the middle, it seems she opted to go the safe route.
Or she could be getting her ass drilled as we speak by the guy who had his shit figured out before he called her and he simply swooped in and sealed the deal while you were wasting her time. I dunno.
