Office Complex?
Would you ever go to a provider that is working out of an office building?
I have a friend that is using a store front for her incall. She has a legitimate business in the front and a BEDROOM and massage table set up in the back room, full bathroom etc.
Would you guys do this, would you go see someone at an office?
What would be the legal issues of this?

Been there, done that.
Many massage providers have offices in a lot of legitimate business locations.
SInce massage providers typically see more people than say an independent FS provider, it provides a good cover. The traffic does not look abnormal. Operating out of a hotel room or an apartment could draw attention, unwanted attention.

Business needs to have a good cover story for the landlord and other tenants, and cops. Cover story needs to match the traffic.
For instance, if your cover story is you are running an ice cream parlor, then a clientele of mostly guys who stay an hour would be suspicious.
If you claim to be a white collar type of business and you have grease monkeys entering all day, not a good cover.
Massage just works well for the traffic. A therapist/counselor might work well. Accountant/bookkeeper might work well, but better have the tools of the trade there.

I tried to talk my ATF in to trying a store front! The sign would read...
FEDEX HOOKERS
(For guys who absolutely got to have it tonight!)

If it is in a store front at a strip mall or "office" complex, it may work nice during the day, but traffic after normal business hours may raise suspicions-- especially if it is later than say 10pm.
A long time ago (nearly 20 years ago), I visited a studio in an office complex. It seemed a bit odd to me at the time.
