Those regulations were written to prevent the undue influence (the power to hire and fire) of government managers over vulnerable, subordinate government employees. Just because a women "consents" to suck the boss' dick to keep her job doesn't mean she really wants to suck the boss' dick.

It's veritable rape when women are coerced into having such "consensual" sex in order to preserve their economic position. The regulations were written to protect such women.
