Joined by the court’s four liberal justices — Ruth Bader Ginsburg, Stephen G. Breyer, Sonia Sotomayor and Elena Kagan — he (Roberts) agreed with the government’s alternative argument, that the penalty for refusing to buy health coverage amounts to a tax and thus is permitted.

The majority opinion was not only read by the CJ but it was authored by him which meant that he was in agreement with the other 4 justices. Thus the majority. The opinion is not always read by the CJ even in other instances where the CJ is among the majority.

True, no one knows what percentage it will be, but I'm guessing once everyone figures out all the IRS can do to collect those taxes/penalties is send you a letter once a month until you die, it will be much, much higher. Why would anybody pay 3K+ per year for insurance when you can get it free and never have to pay the $695 penalty?

From what I'm hearing, they'll withhold from your tax refund if you have any coming. And I agree with your thought about them garnishing wages, etc.
