I don't know the specifics of this outdoor advertising company, but most have their own restrictions. The rules for gentlemen's clubs are usually much more strict than a Hooter's concept, for instance. In the past, the taxi tops or billboards only allowed gentlemen's clubs to show a face. No matter what the model(stripper) was wearing, the restrictions were the same for gentlemen's clubs. Hooters ads showed a girl in uniform full shot, lying down. They were allowed to show more flesh in an ad than a strip club. This particular ad falls within those guidelines...shoulders and above.
That being said, I am not personally offended by it, but I don't have children. I can certainly understand soccer moms not wanting their kids to see this type of ad or any other sexually suggestive type of ad, tv show, movie, video game. Billboards are "in your face" marketing. It isn't like a tv that you can change the channel.
As they say, any publicity is good publicity. Hustler club will see a minimum 20% increase in sales due to the media controversy as opposed to the actual billboard!
