Some hotel parking lots have license plate readers that are hooked into local LEO for a DMV search.
The computers will have local LEO stop by if the plate triggers something.

I believe the plates go into a database, their customers can be LE, banks and so on, these are the cars that drive by reading plates

Yes LEO has cars that read plates also while on the move.

But, my point above is that fixed location cameras are linked into LEO database also. Becoming common at high traffic intersections in addition to high volume parking lots.
