That "backstory" intentionally fails to mention that transient workers are required to have temp work visas, thus, those with work visas are "legal" (unless they violate the rules of the work visas of course). No plantation owner will allow undocumented folks on property due to immigration rules, insurance rules and potential govt fines for having undocumented folks.
I am still frequently entertained in the real world when even leo does not understand work or student visas and always get upset when a perfectly legal person (with work/student visas) does not have a green card. For me it used to be hotel staff, nowadays it's construction labor. Are they angling for a green card later? Of course, but in the meantime, a good visa, is a good visa. I have actually had immigration thrown out of hotels due to that bullshit (of course I knew who to call).
