Website building tools are junk in my opinion. You have limited control of the site and the nature of the site may violate their terms of agreement.
All websites require a web hosting server and a domain name. (Most of the above include that)
Ideally with a Secure Socket Layer (SSL) certificate to get you on the https:// protocol for enhanced Search Engine Optimization (SEO). Godaddy offers a small package including the above "Web Hosting Economy $5.99/mo With a 3-yr term.You pay $215.64 today. Includes a DIY site building tool ".
For me to build a basic static site (no forms, login, shopping carts, databases) is about $300-500 (in addition to you paying for the server, domain and SSL) depending on your requirements and site content.
