can't say I know the text of the current statute Homan's working with by heart, but generally speaking new funding conditions can only be added by Congress since they control the power of the purse rather than the executive branch (that being said, in light of the election results showing a fairly clear consensus for cracking down, I doubt Schumer and Jeffries fight too hard on this one if there's an ask that's even remotely normal)
