Not really because both sides do it, the crooks are the ones that fund dims, that’s the only difference between the two. Not sure about the law, but it should be regulated better than they are doing.

I agree they are smart. The problem is that they were too smart and arrogant, so they believed the rules did not apply to them because they thought they had everything figured out to not get caught.

You sue everyone and let them figure out who is responsible for the malfeasance. Let them fight amongst themselves because who cares where your check comes from when your money has been stolen. Just get the check and be happy that you received any of your money back even if it's just 20 cents on the dollar in this case because 1/5th of collections is better than nothing.
