the issue of gerrymandering problem lies with the fact that congress passed a law mandating house districts be created in 1970's. this law is unconstitutional. 100+ yeaRs ago, they tried this. it failed, 98% of the states ignored the law congress passed in 1870's. you don't have the gerrymandering issue when running at large elections for the house.

There are 50 different states. Then counties then all the different Precincts.
