So, just curious. There are some non FS spots where there really isn’t any communication of extras. You pay door fee, hop up on the table, get the massage, flip, and get the relief you are looking for. Then the tip. Zero negotiation or communication about what happens after the flip. Did anything “illegal” happen in this scenario?

Well, having sex with a massage therapist is illegal regardless of paid for or not. The question is does it constitute solicitation ?

This is just the splitting of the hair of what is and is not some form of paying for an assisted ejaculation (which may or may not be the entire legal definition of sex for the purposes of this law that is being discussed).

Is incidental grazing of the male genitalia in the course of a legit massage communicating intent to arouse? Is the male sporting wood on the table equivalent to asking for manipulation? What about the guy who ejaculates with none or very little physical contact? Is touching your provider a solicitation?

These is not legal fine-tuning that is going to be discussed in the hallway of a shop. Police are going to charge you with what they want and if you can talk your way out of it, it will be in front of a judge, months later. This is after your wife moved out, after you’ve been fired at your job for participating in a sex crime (guilty or not) and drained your bank account for lawyer, court and bail costs.

I’m not an attorney but I’ve seen what the effects can be from even some charges from a “minor” criminal offense. This legislation is also just noise from state officials planning their re-election campaigns. These types of laws flip-flop regularly. In the course of keeping a lid on prostitution, the heat comes down on the providers at times hoping to scare them into not taking money for sex. Then when that isn’t working, it flips to putting the heat on customers in hopes of scaring them to stay away from the girls.
