Can you explain what a government organized and run program, executed in a totalitarian nation during wartime, has to do with individual violent crime?

Street level crime and violence doesn't happen because of an organized government program (Excluding tacit approval by city governments for rioting and looting). It happens because of the individual morals and self control... or rather, lack there-of.

yes, he made his plans clear in many speeches. alot of them weren't okay with Hitlers rhetoric not at first. he had to make it sound like this was normal, eventually most of the german people was ok with it.

Hitler was a master at gas lighting people. he got them to do his bidding. a lot of them didn't ask why.

pretty much. what he promised them was German prosperity. so to get that back they overlooked the obvious or ignored it outright. many of the German high command were not Nazis. they didn't buy into Hitler's Aryan bullshit. while they themselves were Prussian aristocrats they didn't agree with Hitler. they went along with it to restore Germany.
