I think you're right, he did. I don't know much about flip flopping in public health, but in business and investing if you don't flip flop you go broke.
Fauci saw the first lockdown was a failure so wisely isn't suggesting a second.
On the masks, he and the CDC initially wanted to preserve masks for public health workers. And they didn't realize that masks were much more effective for controlling a Covid-19 epidemic than a flu epidemic, in large part because with Covid you've got people walking around without symptoms for days, spreading the disease without knowing it. I do partially fault them for this though. The Asians, who had experience with SARS and more experience with influenza epidemics, were masking up early and had them stockpiled. It's easy to say in hindsight, but we should have been doing the same thing they did.
