Stop and go back and review what has been said.
Trump did not say he wanted to remove the payroll tax.
YOU MADE THAT UP, AND YOU KNOW IT.
What was discussed, or put forward, was a a delay in paying the tax that was due. A lot of people have been out of work, with little to no income. Going back to work would give them more money - for now, if the tax was not prepaid by withholding it from the payroll. It would still need to be paid - sometime. A delay in payment, or a penalty for not paying the tax in full next year could alway be worked out.

You jumped to your own conclusion, as did some of the guys who work for me did. My response was I would still like to see it withheld because none of them have been laid off. Everyone has been working full time, with overtime. Thus, it would be better for them to continue to have the tax withheld now than pay it next year; because, they might spend it. That is the reason we have a tax withheld from the payroll: people do not have to save up the money in anticipation for tax time.
This year, with the Chinese Virus, a lot of people may need the money now. Trump is at least thinking about the working guy.
That is what you would expect from a guy that has employed many construction workers for many years. He even has had his own sons work construction, so they know about the whole business of building construction.
