Why shouldn't who choose what? In the context of this thread that statement could mean several different things. I don't have a clue what you're trying to say.

Given the post that you quoted, it seems like you're saying "why shouldn't California choose if they want to have rat infested streets and people openly defecating in public?" It seems to me the answer to that should be obvious, but I guess they can choose that if they want. In fact, it seems as though that's what they have chosen. I suspect, though, that most residents actually only choose that as long as it's not in their neighborhood.
