Neutral. He imposed price and wage controls (bad), got us out of Vietnam (good) but not quickly enough (bad), and started normalization of relations with China which led to greater economic prosperity in both of our countries (good). The Democrats had large majorities in Congress during his terms, so he didn't have as much power over economic issues as many other presidents.
Then there was Watergate and other illegal activities that violated civil rights of political opponents and others. While I don't believe he instigated the break-in, he had the bad judgement to hire G. Gordon Liddy and John Mitchell, and then as we all know he went way to far trying to cover it up. I'm not sure he was as bad as LBJ or J. Edgar Hoover, but that's no excuse.

He has failed to take care that the laws were faithfully executed by failing to act when he knew or had reason to know that his close subordinates endeavoured to impede and frustrate lawful inquiries by duly constituted executive, judicial and legislative entities concerning the unlawful entry into the headquarters of the Democratic National Committee, and the cover-up thereof, and concerning other unlawful activities including those relating to the confirmation of Richard Kleindienst as Attorney General of the United States, the electronic surveillance of private citizens, the break-in into the offices of Dr. Lewis Fielding, and the campaign financing practices of the Committee to Re-elect the President.

I do not believe "impeachment" was appropriate, and not for anyone since ....
