They have no business voting in our elections until they acquire citizenship and take a test confirming they understand the U.S. Constitution and voting regulations.

On the contrary, I have not drank enough whisky to see the world thru your delusional and cognative dissonance lens. America is a constitutional Republic with democratic processes and parliamentary procedures. In our Republic the November General Election determines the Electors who vote and officially install the President in December. This creates a dilemma where the winner of the popular vote (the people's choice) is not elected President. In America treated the Presidential elections like most others by eliminating the Electorial College the winner of the popular vote or the people's choice would also be the winner.

There's no mention of federalism in your incomplete description of the U.S. government. Federalism essentially dies without the Electoral College. You said you read and understand the Constitution?
