I feel as though the license is only obtained to appease Inspectors in case or when time comes for them to look the place over ensuring city code is being observed. With the license number one can track down a lot of RW info. Don't know if that is the original reasoning for the rule, but with the review + the license they can lose it and/or be fined, etc., with the RW information and activities revealed. Same with spas.
