The House impeaches, the Senate convicts. The fact that Slick Willy wasn't convicted does not negate his impeachment. He lost his impeachment vote, pure and simple.

Only two Presidents in US history have been impeached - Andrew Johnson in 1868 and Bill Clinton in 1999. Neither was convicted in the Senate, where a 2/3 vote is needed.
