The Monetary awards the women would/should win if they did sue for harassment and it was proven in a court of law..
But isn't there fact it is a 'secret slush fund' making it illegal..? AND IF they all signed NDA's, then those women now coming out about Conner and others, are in violation of the laws sinc they signed the contract (The NDA) to not speak about it..

Not sure how we got off on "fraud" or "theft" ... but the same applies .... an extreme example is not relevant to the general discussion of the current events .... contrary to what you are claiming there IS "EVIDENCE" of inappropriate sexual behavior.
The "evidence" would be the testimony of the "victims"!
A lot of people "settle" cases they "might win," because they also "might lose" the case, and a settlement avoids the risks and publicity. And in many instances the amount of the settlement is less than the attorney fees to defend the clam.
It's a business decision, and often a personal decision. So just because someone "settled" doesn't mean they were "guilty" of the activity alleged. There is not logical "presumption" of any "violation" at that point.
Oh! As for the "secret slush fund" ... it wasn't a "secret"! It was legislation passed during the Clinton Administration ... and funded in the budget requests. What is not disclosed are the names, dollar amounts paid out to the recipients, and for what claims.
