Is the steering wheel in tact and drivable? Or is the air bag still attached and flopping around? Just cut it out and replace the steering wheel cover? That will get your inspection, which then you can get the registration!
But do not delay in getting the airbag fixed! Even if you have to fork out the deductible! It could save your life!
You can spend a few dollars a month on your insurance and reduce your deductible! And include in insured and UNDER insured as well!

Thanks for the responses I have an appt to take my car in to REPLACE &FIX the airbag.
I would have liked to just fork over 50 & have it passed but it is true to how important it is for it to just be replaced as well. So thanks to those who pmd with info, it was much appreciated.

You don't need an (SRS) airbag to pass a state inspection.
Yes, cut off the deployed bag close to the base and then run a piece of clear tape over the vinyl cover, thereby taping it closed and you're good to go. You're doing this because it's a safety issue having that puked airbag interfering with your using the steering wheel.
Granted, you no longer have an operable SRS airbag, but one is absolutely not needed to pass a state inspection. It's SRS, Supplemental Restraint System.
Key word, Supplemental.
