the study & the list is meaningless. 1976 to 2009? this makes it an aggregate study of corruption. it actually does not tell the true state of corruption.
If they did the study in 5 or 10 year intervals, that list would come out looking very different.
Those in red (not sure about Alaska & South Dakota) were run by democrats during the period of 1976 to 2005.
Southern white democrats are all but extinct.
