I think in my personal life, with my boyfriend, it can be romantic to do it without a condom. I posted pictures once naively of me doing it with him, which lead to a lot of bbfs requests...which was unfortunate. They're gone now, so don't even bother looking...
But after the act is over, it feels all squishy, and drippy, and gross. I always clean up throughly inside and out after doing it. And besides, it's not strictly speaking healthy for a vagina to have semen in it. It disrupts the PH balance and can lead to urinary tract infections, yeast infections, or bacterial vaginosis. None of those are conducive to being very active sexually.
So, yes, I think the *idea* is nice. But it isn't something I do very often with my (one and only) romantic partner.

Piper: It only took 66 BS posts before someone finally answered what I was looking for. Clearly guys would like to finish inside and not have to pull out. But I was asking from a female's point of view if she liked, disliked, or was indifferent to. Yes I know this is a hobby board, but it's also the only place I have to get feedback from multiple women without the risk of being accused of sexual harassment. Thanks again for the honest answer and for not assuming I meant something that I didn't say.
