Nothing is 100% safe, but the risk of DATY and BBBJ is primarily on the active party, not the recipient.
HIV and some STDs are transmitted via bodily fluids - blood, semen, pre-cum, breast milk, vaginal secretions? Not sure about that one. NOT SALIVA.
Oral Herpes can be transmitted by kissing. However, most people already have this and were infected as children - ever had a "cold sore"? That's Herpes simplex 1

Other STD's can also be transmitted on contact (bbfs, bbbj) with infected areas. Ghonorrhea, chlamidia, and Syphillis can easily be transmitted during oral sex - from genitals to throat, AND from throat to genitals.
Cover things up ppl! Inspect before you touch or kiss!
I always advocate for CBJ, BBBJ is significantly risky.
