I was always told by a former CIA G-man people lie 80% of the time. If a bill board is available close to his work place for a couple of hundred and you really want to poke the bear post your texts on it for a few weeks. Pressure from co-workers is you best chance to get any money from him. Just be sure you only post the truth. Be careful he will get angry.

I think this is terrible advice. When a person does passive-aggressive shit like this, they are no different than than the wrongdoer. Also, fanning the flames may have all kinds of unintended consequences, none of them good and all of them unforeseeable.

Shunning is a mainstay of many social organizations to keep behavior of an individual in line with the beliefs of the group. Each individual case is different. There are many of examples of shunning having tragic consequences in recent history. Still I think shunning is a viable method of changing behavior. I have witnessed many instances when shunning works depending on the extent of the shunning and the relationship between individuals involved. Military officers use shunning to shape the behavior of men under their command. Depending on the value of the money to an individual the reward may out weigh the risk. Every plan of action has a cost, one must decide the value of the reward.

This clearly falls under the definitions in Jon's comments to TC. which I also agree with.
This is a lose lose situation as it's upsetting and there's really no remedy for the amounts involved, because, as others have mentioned, not worth the effort.
All that said, I think a simple private, Voodu doll ceremony would be entirely appropriate.

It depends.

1. If the UnderReporter group is sending the letter, then they may or may not accept the guy's dispute letter without contacting the initiator. They may, but likely won't, contact the initiator to provide a signed loan document or other proof to verify the validity of the 1099 she issued.

2. If the 1099 comes up during an audit of the guy on unrelated issues, the auditor will include the unreported income (assuming the guy didn't report the income on his return) and the guy may or may not dispute the 1099. He won't dispute the 1099 if he has stolen money from other providers, if he is married and his wife doesn't know about his escort hobby, or if he has any other unreported income/fraudulent deductions issues he doesn't want the IRS auditor to take a closer look at or to discover.

3. If the issue gets to the point where a Deficiency Notice has been sent or the case goes to Tax Court, the IRS generally has a presumption of correctness so the guy receiving the 1099 would have to prove that he actually paid off the loan.

4. The most likely scenario is that most people won't dispute a letter from the IRS, they'll just agree with the proposed changes and pay any additional assessments.

Intentionally ignoring your item 4, what you're saying is that the IRS will contact the initiator, as I stated they would, if he sends a dispute letter, which everyone does.

No, I'm not saying that at all.

The IRS has a lot of damn lazy people, a lot of uneducated/untrained people, a lot of "Shoot them all, let god sort them out" type of people and a lot of "Everything taxpayers say or write is a lie" type of people so there is actually a very good chance that even if the guy disputes the 1099 (I'm pretty sure he won't dispute it), the IRS person will likely go ahead and make an assessment on that 1099 income.

Keep in mind that generally no one is ever punished at the IRS for proposing or assessing taxes, interest and penalties.

Does not the IRS has procedures for everything?
It took me less than 8 seconds to find IRS Form 4598 which is what the IRS sends to the initiator when there's a 1099 dispute.

Do a Barter with a man who might go and have meaningful conversation with your debtor. He could reach out to the asshole and have dialog and reach a meaningful settlement. Then, all could sing campfire songs and roast marsh mellows. Everyone wins if the butt hole gets to keep his teeth.

Yes, I'm serious.

Many people have a well justified fear of dealing with the IRS so they avoid dealing with the IRS as much as possible. You were motivated to research this issue, most people, including IRS employees, are not as motivated as you.

You are correct. The IRS and many other agencies have lots of procedures and laws for everything down to the smallest detail. I also read somewhere that they derive their powers from some old piece of paper called the Constitution.

You can read about how meticulously they followed some of these procedures, laws and the Constitution at these links.

I'm sure you can find more examples.
