For kegels to work and be efficient, the girl ought to have ben wa balls. You aren't going to build your biceps by moving your arms up and down, without a weight in your hand, right? So why would you think kegels would strengthen your lady bits, without some weight?
Now the first month yeah I can imagine a difference, but once your body gets used to it, then it becomes useless, just like any other gym exercise. Ben Wa Balls are the shiizzzzz.

I learn something new every day. All these years I thought ben wa balls were for female personal enjoyment as they click-clack against each other while the lady walks around. I did not know they were also for strengthening pelvic floor muscles.

Jimmy, if you take the ben wa balls out of your ass, you wont pucker as much. Plus, if you are puckering, it means you are doing the excercise wrong.
