Meaning that within the "margin of error" the actual poll could be 3 pts LESS, provided that all over variables in the sample have been factored, the questions are balanced and neutral, and the person asking or presenting the questions is not indicating any desired preference for a response.
The "statistical significance" of the collected data would be appropriate, and the manner of selecting the sample from whom the poll was taken .... was the sample randomly acquired or were these CNN viewers.
Since Obaminable, himself, made the recent elections about his policies, and the results are now documented, the CNN poll seems questionable and any "increases" may be like most of the other "stats" in his occupation of the White House ... "seasonably adjusted" to reflect reality.
