I am not sure if this is the place for this.

As the new year approaches I find myself dissatisfied with my current website. Particularly the inability to upload anything more than a very tiny clip or very short clip.

I am seeking a website designer to possibly build me a new one. Consultation before commitment (we all know how commitment phobic I am)

For the right designer I may consider *gasps* a trade.

What I need in a outline

A classy, more elegant set up with easy to use interface for the visitors
A paying membership section allowing gentlemen to get ahold of the more exposing photo's and video's
The ability to upload a 10-15 minute video of moderate/decent size
A way for me to be able to add pictures/blogs/video's with ease at my own discretion
The ability to be able to remotely access the webpage and edit wording at my own discretion.

You mention you've bumped into limits on the freebie website hosting outfit that you're currently on.
If you're going to change your website host, have a designer, or someone, clearly explain the type of system where your website will be hosted. You may be able to do a bit of homework on this yourself. Different website hosting outfits simply have different options. And, hosting sites that can handle "larger" capacity websites are usually fee based. And if there's a member's section, there will be transaction processing fees.
My point being, a designer has got to know which "web hosting platform" will host, because your website needs to be designed within the specifications for that platform, or you will end up disappointed. And, a good designer should specifically discuss this stuff up front, so consider this when screening a designer.
Last, consider sending an inquiry to your current web site hosting outfit and flat ask them if they have options (probably fee based), for a larger capacity website, or if they have an affiliate that does. I’d be surprised if they didn’t have one or the other. And evaluate that as a part of selecting the website host.

For full control of you website it would be better to bring up your own Webserver and host your own site. If you are willing to purchase a copy of Windows 2012 Server, IIS, (Internet Information Services is Microsoft's Web Server) is included and is fairly simple to administer once setup. You could also go the Linux/Unix route and host it off Apache, but IIS is more user friendly in my opinion.

IIS is also available in Windows 7, 8 and 8.1, but I would run a Server OS on a dedicated Server if you want reliability and up-time. I could give you the specs needed to run and find out the licensing costs if you are interested. From there I could provide you with a design and the time required for setup, testing and knowledge transfer and we could go from there.
