Maybe you missed the salient point; repeatedly the White House has said that NO ORDER TO STAND DOWN WAS ISSUED. The author says otherwise and is backed up by the people on the ground. Where the original order came from or if it was just "understood" through channels is something that should be asked in front of a Congressional committee. The point is that the White House has been caught in a lie, a huge monstrous lie that cost Americans their lives.
