Although Climate Change is a real phenomenon the way it has been presented to us is a bit of an exaggeration. Climate Change doesn't mean we are headed for certain catastrophic consequences. The direction for the military to spend more time worrying about domestic issues was a direct result of hurricane relief, Katrina being the big driver. The situation would have been far, far worse if DoD didn't provide much of the command post, comms, logistics support that FEMA should have but was incapable of doing. Part of the issue was numbers of people, part were funds, but much of it was the red tape issue--DoD actually is capable of burning the red tape when necessary, FEMA was not in too many situations.

The other issue which will not likely ever be officially acknowledged: true or not, right or not, local politicians do not trust federal politicians, but usually are more willing to cooperate with someone in uniform who they see as less of a political rival.
