You are assuming that HIV exists, and there is a lot of debate about whether it does. When you mention people being HIV+, what is being measured are antibodies believed to be due to HIV. So when you add the phrase "positive for HIV antibodies" to the already dubious claim of "estimated" cases of HIV, the bullshit hits an entirely new level.

Suffice it to say though, that when you are worried about "catching" HIV, you have fallen for the trap that we know that HIV exists and how it is transmitted.

It is about how those in power are solely interested in taking more and more money and power under the guise of the public good and my attempt to get people to see the hypocrisy. You can't proclaim you are a nation with the rule of law and then go after Eric Snowden and not James Clapper. Hell, Eric Snowden told us that James Clapper was breaking the law.
You can't proclaim a war on drugs, put people in jail for heroin abuse, and then have American soldiers guarding Afghan poppy fields without being labeled as hypocrites.
As for HIV and AIDS, people got whipped up into a hysteria such that they were more afraid of their sexual partners than their government and scientists lying to them.
You have ten trillion cells in your body with your own DNA and 100 trillion other bacterial like organisms without it. It is the job of the immune system to keep these bacterial organisms from being infectious.
AIDS is a break down of one specific part of the immune system. The only idea that is more simplistic that this break down in the immune system is due to a single virus is that it can be prevented with the wearing of a condom.
Having a healthy immune system involves the same old boring advice given out by doctors for decades (exercise, good diet, plenty of sleep), and it is up to you. If the government and scientists can convince you that AIDS is more due to others behavior than yours, they have won.
