Even if price isn't an issue, I'd use an aggregator site like Priceline or Hotels.com; those sites do a good job of organizing and presenting hotels by area, along with sorting them out by star level. Now you might get a better price by booking through a hotel's own website, but there's nothing to stop you from doing your initial research at an aggregator site and then booking elsewhere.
Now, LE issues aren't the kind of thing that a commercial website would disclose, of course. That's the kind of intel your friend would need to get through a hobby board or other provider resource.
