I guess it's because they just don't know what they are doing. Your p411 profile shows all you okays and has contact information on there for the provider to contact the girls that gave the okay to get any kind of info they want.
It's more annoying than anything. And yes...it's easy to exclude the girl.

if the woman had asked about references up front, i would have suggested she check out my p411 OKs and get back w/ me if that wasnt sufficient. i even let her know in an early communication to let me know if she needed any addtl info.
my problem was that she
waited until the day before the possible appt to ask for references. i didnt have time to ask them if i could use them and didnt expect that there'd be enough time for the woman to contact them and get a response.
so, figuring i'd get a "i cant check you out", i just told the woman, thanks but cannot make the appt.
fortunately, i did meet w/ someone who had already checked me out.
so all was deliteful in the end.
