Just like a provider from out of state visiting would be listed in the region where she was seen. A lady who is based in a specific area, Albany for example, but was seen in Syr - the review would then be in Upstate.

Ithaca with Albany??? Ridiculous!
LOOK AT A MAP.
I live near Ithaca. It's an hour south (that's "down" for the geographically challenged person who made this decision) of Syracuse, an hour north of Binghamton, and 90 minutes from Rochester. I frequently travel to all those cities since I'm essentially in the middle of them.
Albany/Hudson Valley is three hours east of Ithaca. WTF?
The Finger Lakes are in Upstate/Central NY, right? Ithaca is located on the second-largest Finger Lake. I could give 100 examples...
Is there anyone who has any rational explanation for why this change makes sense? If not, who can fix it??

If Binghampton is in upset Ithaca is a no brainer. Maybe brutus was thinking of Oneonta? Who gets the Turning Stone? Whenever I've been in Utica I've gone to Syr to get trouble, if necessary. Utica shouldn't be the dividing line of anything.

I may have mistaken Utica for Ithica. Utica east would probably serve as albany hudson valley. Maybe we can leave Utica in upstate area as well.

I've had truck drivers with deliveries calling asking where we are, when I figure out they're in Utica not Ithaca I laugh and tell them to figure out how to use GPS or read a map!

Ive never understood UPSTATE when everything is upstate of NYC. This region is generaly refered to as WESTERN NY . I would say a correct way of dividing the state would be Albany north and west to syracuse be considered Upstate. Everything below downstate and of course syracuse west and south to binghamton western ny. Makes more cents!!!! Lol
