@Brooke - they are operating the pedals thus part of its way of moving.

@Dtymh55 yup.. true fact: you can sit in your front lawn and drink till you are drunk off your ass. A cop cannot cite you for that. Yet step onto the sidewalk in front of your house or the street (both are public property) and he can haul you to jail for a P.I.

That rolling bar has to have a liquor license, the person who is serving has to be TABC certified and even though they are sitting "at the bar" they cannot step onto the street.

Jeez, folks. I don't want anyone getting hauled to jail for a misdemeanor. That would seem hypocritical given the site we're on.
