That sucks that happened to you. I've never had problems cashing out, and I've cashed out close to 6 figures over the years. I doubt that there is much cheating going on by the sites, it would make no business sense to do that and lose players from all over the world. Keeping a clean reputation would draw more players, and that makes them a lot more money in the long run. I've had to do some work on one of the smaller sites' servers a few years back, and it was ridiculous how much money they were making from that one server per hour. Sure, they can generate a little more money by cheating, but word gets around, and there are plenty of choices to go somewhere else.
As for the balance in there, it would be in their interest to pay that out so their reputation doesn't get tarnished internationally. It's not really the sites that are refusing to pay out even now, it's that their ways of paying out have been taken out from under them.

Money laundering charges, interpol involved, FBI involved, a few accounts frozen. Looks like they went after the big players, I'm not sure if Bodog and the smaller sites are safe at this point. Sooner or later, this will ripple to the smaller sites and they will shut down US players, or DoJ will go after the smaller sites as well.
