It takes a lot of UnderCover investigation to get enough evidence for a DA to file Solicitation charges at a Spa. Much easier to find license violations.
Generically speaking...
Occupancy License (Building Code check; no locked doors during business hours)
Health Dept License (probably two random visits a year; cleanliness, working hot water, check for plumbing leaks)
Massage License (Central advertises that they perform Massages, so they need to have at least one Massage Therapy License readily visible on the wall.)
Massage requires the "therapist" to have a license. Without a license, you are only allowed to perform Reflexology.
Never panic if a City or County official enters a Spa while you are there. You have every right to be there, you've done nothing wrong, so act that way. It's the same thing as being at a Doctors office, if an Inspection takes place.
