Monsoon season usually isn't that bad. I am routinely in Bangkok for two weeks around the first half of September. USUALLY, it rains for a couple of hours around 3 AM, and that's it.
I've seen the occasional downpour during the day. The most recent one just gave me a good excuse to hang out at the lunch place a little longer. Since this place is in the top two for "best Tom Yum Koong in Bangkok", and does GOOD Thai iced tea, it wasn't a hardship.
I got caught one night in one of the bars in Soi Cowboy. One of the waitresses loaned me her umbrella for the night, as she knew the rain would stop before she got off work, and she knew it wouldn't rain before she had to be at work the next night. I bought a cheap umbrella the next day, and returned hers that evening. (She is a long-time very good friend.)
