All levels of government can use Eminent Domain to take what they deem necessary for the public good.
In EVERY case, the owner must be compensated at fair market value.
This can also include the value of all improvements and the cost of stopping or moving whatever you were doing on the property.
As you might guess, the owner often thinks it is worth more than the seizing agency wants to pay. The owner always has the right to bring suit, and then the court will decide the value. Appeals are also possible after that judgement.
This happened when the City took the block where they built the Convention center parking garage.
It was owned by the cranky local attorney who shot Dick Chaney while they were quail hunting, about 20-25 years ago.
Long story short, the City of Austin was forced to pay close to 20 million bucks when the owner sued, after he claimed their original offer of 1.2 million was too low.
Of course that included the original value, plus loss of income and interest over several years.

POTUS has told so many whoppers since this one that it often gets forgotten, like so many other whoppers he tells, seemingly every day.
I know a lot of people will still vote for him, including women who like the idea of a rich racist grabbing them by the pussy, conservative Christian activists, and old white guys who must have terminal amnesia.
IMHO.
I don't know how anyone could possibly disagree, but I'll be interested to read all the opposite views that are certain to follow.
