The Republican controlled House KNEW the Democratically controlled Senate would not approve a funding bill with the restriction in it, so the Republican Controlled House passed the measure, KNOWING that in less than a month, AND BEFORE spending would begin of any consequence, if any, the Republican controlled House could pass a measure prohibiting the spending that would be passed by the NOW Republican controlled Senate.

Politics and Legislative maneuvering is a BITCH ... Just ask LBJ when you see him!
