Technically, the IRS can't do much if you don't want to pay. Various outlets are reporting this. Puts another damper on getting the healthy to sign up to offset the sick and at risk.

That's what makes the ACA a possible bust in the long run. In order for the ACA to be a success and keep rates down they need a high enrollment of young healthy applicants that won't see the doctor that often. Obamacare can't stand the test of time without it.

Basically, adjust your tax withholding so you never receive a refund and you will never have to pay the fine.

"That leaves only one tool—the IRS can subtract the penalty from any refund it owes a taxpayer. But that applies only if the IRS happens to owe somebody a refund. These days, two-thirds of taxpayers get one, but it is usually their choice."

if said young adults have a job (living from paycheck to paycheck) waiting on their tax refund, they'll have employer ins.

or they can remain on their parents policy until they are 26

Why do you believe that the IRS will follow the letter of the law ?

Overtime, they will "interpret" intent to include putting liens against property and earnings..............
