The woman, an asylum seeker who fled violence in the Democratic Republic of Congo, has spent the past four months in a detention center near San Diego while her daughter has remained alone in a facility in Chicago. Last week, the ACLU filed a lawsuit on behalf of the mother and daughter, saying there was never any legitimate reason to separate them. The lawsuit accused the Trump administration of violating the pair’s constitutional rights and demanded that they be reunited immediately.
On Tuesday, immigration officials appeared to bend halfway in favor of the family’s lawyers, abruptly releasing the mother from custody at the Otay Mesa Detention Center in San Diego. The girl, however, remains in the custody of the Office of Refugee Resettlement in Chicago, and the pair are still awaiting reunification, the ACLU said. It is unclear when the mother and daughter might be reunited.

There are detention centers. There are a lot incarcerated though and it takes time to process them (due process), if they don't want to waive the procedure.
If the State would just turn them over to ICE they wouldn't have to warehouse them while they waited on their state case.
It appears that the vast majority of "illegals" being picked up have offenses in their history, and if they were so distraught about being "separated" from their family they probably should have been a little more selective in their behavior and thereby avoided the criminal justice system and the "No-Stay" list of ICE. It's hard for me to get choked up about "family values" as applied to crooks who risk their freedom in the first place.

You obviously did not read the entire article , ICE has made a early determination that the mother is eligible for asylum. Yet they still seperated them. They were not captured, they turned tjemselves in at the border....they did not enter the country illegally.
